Professor Jocelyn Chey

CULTURAL DIPLOMACY AND AUSTRALIA-CHINA CULTURAL RELATIONS”

at The Women’s College, The University of Sydney

on Tuesday, 20 July 2010, at 6pm

 

Professor Jocelyn Chey is currently a Visiting Professor at The University of Sydney. For more than 20 years, she worked on Australia-China relations in the Departments of Trade and Foreign Affairs, concluding with appointment as Consul-General in Hong Kong (1992-1995).  She was the first Executive Director of the Australia-China Council when it was founded in 1979.  From 1988-92 she was Director of the China/SE Asia Branch of the International Wool Secretariat.  In 2009 she was made a Member of the Order of Australia for her contributions to Australia-China educational relations, and in the same year made a Fellow of the Australian Institute of International Affairs. She is a member of the executive committee of the AIIA New South Wales.


Cultural diplomacy is not simply a tool of diplomacy.  It brings both economic and cultural benefits to participants.  The aims of cultural exchanges should however be defined more clearly, and the principles re-evaluated, particularly in this age of globalised media and communication.  Australia is strategically placed to benefit from cultural exchanges with Asian neighbours.  In the case of Australia-China relations, we can draw on several decades of innovative experience.  There are also many current examples of excellent local and individual initiatives.  This year (2010) is the Year of Australian Culture in China.  Next year will be the Year of Chinese Culture in Australia.  What do both countries aim to achieve with these government-backed programs?  Will they smooth the development of trade and commercial relations?  Or will they lead to other intended or unintended outcomes?
