Climate change action globally is gathering momentum. But a comprehensive agreement that would accelerate a coordinated international response is not on the cards for some years at least. In the meantime the impacts of climate change will become more severe and will lead to pressure on governments to do something. Resulting policy panic could do more harm than good.
Whether humankind can remedy this potentially disastrous problem of its own making remains an open question.

Howard Bamsey is Adjunct Professor of Climate Change and Energy Security at the United States Studies Centre. He is also affiliated with the Centre for Climate Economics and Policy at the Australian National University and is Special Adviser on Sustainable Development to the Department of Foreign Affairs and Trade.
Until recently he was Australia’s Special Envoy on Climate Change and a Deputy Secretary in the Department of Climate Change and Energy Efficiency. Mr Bamsey was formerly head of the central Australian Government agency on climate change, the Australian Greenhouse Office. In 2006 and 2007 he co-chaired the United Nations ‘Dialogue on Long-term Cooperative Action on Climate Change’, which launched negotiations within the Climate Change Convention
He spent over twenty years in the Australian Foreign Service. He served in the main United Nations centres of New York, Geneva and Vienna as well as other capitals. His positions included Ambassador to the United Nations in Geneva and Ambassador for the Environment.
