The popular uprising against oppressive rulers sweeping the Arab world has now reached Libya.  The 41-year rule of Colonel Qaddafi, under which Libya sponsored global acts of terrorism and the internal opposition was brutally suppressed, is under challenge from an uprising of the Libyan people who now control a number of cities.  How this will play out remains to be seen, with forces loyal to the regime counter-attacking and talk of the imposition of a no-fly zone over Libya by the international community.  A key issue is the form of Government likely to emerge when Qaddafi eventually goes: will this meet popular demands for reform or will one form of despotic rule be replaced by another?

This event will look at how the popular unrest across Arab world, which toppled the long-standing regimes in Tunisia and Egypt, is impacting on Libya.  It will examine the Qaddafi legacy which includes the squandering of Libya’s oil resources, the suppression of its people and the failure to develop the country’s social, political and economic structures. It will also consider what lies ahead for Libya and the wider global ramifications of the changes occurring across the Arab world.

Dr Sally Totman is Senior Lecturer in Middle East Studies, at the School of International and Political Studies, Deakin University.  Before this she taught in the areas of Middle East politics, International Relations and Australian foreign policy at Macquarie University in Sydney for nine years, where she received recognition for excellence in teaching.  Dr Totman has written and lectured extensively on Libya under Colonel Qaddafi and on the other so-called rogue states.  Her research interests include US foreign policy towards the Middle East and the role of Hollywood film in popular culture and on public opinion, as well as the portrayal of intelligence agencies in film.
