Bosnia and Herzegovina traveled the road from being a daily issue before the UN Security Council to being a non-permanent member of that body in the 2010-2011 term. From having sixty thousand peacekeepers stationed in the country, Bosnia and Herzegovina became a regular contributor to peacekeeping efforts across the globe – from East Timor to Iraq to Afghanistan. Finally, it was because of genocide and other gross violations of international humanitarian law that were committed in Bosnia and Herzegovina that the first ad hoc international criminal tribunal after Nuremberg – the ICTY – was created. Less than ten years after those atrocities ended, Bosnia and Herzegovina was among the countries whose ratification of the Rome Statute brought the permanent International Criminal Court into being. This lecture will address the issues that make Bosnia and Herzegovina a model for successful nation-building, but will also underline the mistakes that must not be repeated
