Discussions on an international Arms Trade Treaty (ATT) began following a 2006 UN General Assembly Resolution and have intensified over the last three years. The aim of the negotiations is to agree on a legally binding treaty which establishes common criteria and standards for the transfer of conventional arms - an important step towards reducing illicit arms transfers internationally. As final negotiations loom in July in New York, Chair of the ATT process Ambassador Roberto Garcia Moritan will discuss the ATT and share his insights into the future of the negotiations.
Ambassador Garcia Moritan is an experienced career diplomat, and has been a member of the Argentine Foreign Service since 1970. He has held various high level diplomatic posts including in New York, Washington and Geneva. He was Secretary of Foreign Affairs and Vice Minister of Foreign Affairs (2005-8), Under Secretary of Foreign Affairs (2003-5), Under Secretary for Latin American Affairs (2000-3) and Director General of for International Security, Disarmament and Non Proliferation (1987-9) at the Argentine Ministry of Foreign Affairs. in 2009. He was a member of the Advisory Board of the International Commission on Nuclear Disarmament and Non Proliferation (2008-2010), Chair of the Missile Technology Control Regime (2010-2011) and is currently Chair of the Arms Trade Treaty (ATT) Preparatory Committee. Ambassador Moritan will speak under the Chatham House Rule.
